在人口老龄化日益严峻的背景下，医养结合养老模式可为老年人提供更为全面和连续的养老与医疗服务。本研究引入卫生服务领域中“可及性”概念与框架，构建县域医养结合养老服务可及性评价的理论模型及评价指标体系，基于湖北省Y市的调研数据，采用模糊综合评价法进行评价。结果显示，目前Y市医养结合养老服务可及性的得分为3.349分，其中可接受性得分最高，可负担性得分最低，老年人对医养结合养老服务可及性的满意程度仍有较大的改进空间。建议加大专业医护人员的培养和引进力度，促进医疗和养老服务的均衡发展，加强对医养结合养老服务的扶持。
Abstract：Against the backdrop of an increasingly severe aging population,the integrated medical and elderly care model can provide more comprehensive and continuous elderly care and medical services for elderly. This paper introduces the concept and framework of “accessibility”in the field of health services to construct a theoretical model and evaluation index system for assessing the accessibility of the integrated medical and elderly care services at the county level. Based on survey data from Y City in Hubei Province,a fuzzy comprehensive evaluation method was employed for assessment. The results show that the current score for the accessibility of integrated medical and elderly care services in Y city is 3. 349,with the highest score for acceptability and the lowest score for affordability. There is still significant room for improvement in the satisfaction level of elderly with the accessibility of integrated medical and elderly care services. It is suggested to increase the training and introduction of professional medical staff,promote the balanced development of medical and elderly care services,and strengthen support for the integration of medical and elderly care services.
