在西方公共行政领域,自20世纪80年代以来,新公共管理理论在日益显现其主导范式地位的同时,也遭到了来自多方面的质疑乃至尖锐的批评,而在对新公共管理理论的种种异议中最具有替代意义的新理论模式当数新公共服务理论。新公共服务理论试图在承认新公共管理理论对于改进当代公共管理实践所具有的重要价值并摈弃其固有缺陷的基础上,建立一种更加关注民主价值和公共利益、更加适合于现代公民社会发展和公共管理实践需要的新的理论选择。
Abstract：Since the eighties of 20th century,the theory of New Public Management(NPM) has been becoming the dominant paradigm in the field of western public administration.In the meanwhile,it has suffered numbers of questions and even criticism in which New Public Service theory is the most important alternative.The theory of New Public Service attempts to establish a new theoretical alternative which pays more attention to democratic values and public interests and suits to the development of modern civil society and public management practice while recognizing the positive effects of NPM on the contemporary public management practice.
